The Smart Water Resources Management System project kicked off with an online meeting on February 13th, attended by key project counterparts including the Ministry of Public Works and Public Housing of Republic of Indonesia, Department of Groundwater and Raw Water, and Ministry of National Development Planning of the Republic of Indonesia. This initial meeting set the next steps to engage with various stakeholders in Semarang from March 18th to 21st, which will be attended by various stakeholders, including:
- River Basin Organisation (BBWS) Pemali Juana
- Energy and Mineral Resources Agency (DESDM) of Central Java Province
- Public Works, Water Resources and Spatial Planning Agency (PUSDATARU) of Central Java Province
- Planning Agency (Bappeda) of Central Java Province
- Planning Agency (Bappeda) of Semarang City
- Meteorological, Climatological, and Geophysical Agency (BMKG) of Central Java Province
- State-owned Water Utility Enterprise (PDAM) Tirta Moedal
- Department for Regional Settlement and Infrastructure (BPPW) in Central Java Province
Project Goals and Expectations
This project is focusing on the engagement phase, with the objective to understand and define the roles and responsibilities of each stakeholder in the development of a Smart Water Resources Management System (SWRMS). HKV and The Water Agency aimed to collaboratively work with stakeholders to understand challenges, opportunities, and find common ground in which a SWRMS can be of help in decision-making processes intended to address the critical issue of groundwater use, which all stakeholders agree must be minimized to prevent further land subsidence.
Understanding Stakeholder Perspectives
A significant part of the project is to understand the interests, ambitions, and daily challenges of each stakeholder through the concept of User Stories to informally describe a feature that these stakeholders wish to have in a smart system. These User Stories will serve as the main entry point for HKV and TWA to further find the common goals among stakeholders and their commitments in working together.
The Path Forward
As the project progresses, the collaborative efforts of all stakeholders will be needed in assessing the stakeholders’ expectations, aligning interests and ambitions, and determining the steps to initiate the development of a functioning SWRMS. The project will continue with more intensive engagement until the end of June 2024.
