1.8 – Vulnerabilities, Risks, & Resilience

Vulnerability is the degree to which a system, subsystem, or system component is likely to experience harm due to exposure to a hazard, either a perturbation or stress/ stressor. (Turner et al., 2003)

In measuring vulnerability, it is important to identify risks “but also to understand risk characteristics, including their magnitude (size and scope), frequency, and duration.” (Le Bach Duong et al., 2005: 65 )
