Enhancing Water Management: Progress on the Smart Water Resources Management System

Between March and May, the Smart Water Resources Management System (SWRMS) project advanced through a series of online and offline meetings. Building on previously developed user stories, TWA and HKV conducted one-on-one discussions with various stakeholders. These meetings aimed to confirm and refine user stories, map existing platforms, and assess how SWRMS can provide additional support.

Water Allocation Priority (Urutan Prioritas)

During discussions, several organisations elaborated on the Urutan Prioritas Pengguna Sumber Daya Air (Water Allocation Priority). This framework assists entities like BBWS and PUSDATARU in determining water allocation amounts based on user functions. The seven main categories include environmental flow, daily household use, agriculture, and permitted business water use.

Opportunities and Challenges

Several opportunities and challenges were identified throughout these meetings. On the positive side, the system can enhance data-driven decision-making, expedite the permit process, and foster transparency and collaboration among organisations. However, challenges include limited human resources for timely inputs, the need for improved capacity to develop and maintain the system, and advisory support for effective design and functionality.

Based on these interactions, the Consultant team recognized the need to expand the engagement to include Central Java’s Department of Agriculture and Plantation as a primary water user and the Agency of Communications and Information as the host for most platforms used by other agencies in Central Java.

Upcoming Workshop in Semarang

The next in-person meetings will consist of two workshops in Semarang, scheduled for mid-June.
