2.4 – Working with Scenarios
After we learn the fundamentals of strategic river basin planning, we can incorporate various scenarios that can help us in obtaining more insights into the proposed strategy. In this lesson, we will focus on three questions: What are scenarios and why do we use them in strategic (basin) planning? what are the drivers of change? and how to build a scenario matrix?
In this lesson, we will explore the answers by understanding the probability of the future through this approach:
- Identification of driving forces of change
- Determination of main issues and trends shaping the future
- Clarification of the level of impact and degree of uncertainty
- Establishment of scenarios
- Creation of different scenario stories
