Overview
The Mekong Delta, Vietnam, faces increasing challenges from salinity intrusion, particularly in agricultural areas where groundwater depletion has intensified water scarcity. Farmers heavily rely on groundwater for irrigation, yet sustainable water storage solutions remain limited. Addressing these challenges is critical to ensuring long-term water security and resilience in the region.
Recognizing this urgency, the Vietnamese government introduced Decree 167/2018/ND-CP on Groundwater Extraction to mitigate land subsidence and groundwater salinization. However, implementing this decree remains a challenge due to insufficient data, limited awareness, lack of coordination, and inadequate monitoring systems. To address these challenges, the Negotiating Groundwater Serious Game Project was launched in 2023 to facilitate productive dialogue between local governments and water users – such as farmers, factories, and residents on groundwater use in their daily activities.
At the present, the project has entered a new phase, shifting its focus towards deeper community engagement to support local people in adopting sustainable groundwater management solutions. It fosters collaboration with commune households, local businesses, and governments to co-design solutions, raise awareness, and build capacity for more sustainable water use and conservation.

STAKEHOLDER ENGAGEMENT
PHASE 1 (JUNE – DECEMBER 2023): BUILDING AWARENESS AND FOSTERING DIALOGUE
During Phase 1, the project successfully introduced a serious game to foster dialogue and understanding among stakeholders, including government officials, water users, and community members. Through workshops and game playing – sessions in Ben Tre and Soc Trang, participants gained valuable insights into the environmental and economic impacts of groundwater use, identified practical solutions, and engaged in policy discussions. The review meeting in April 2024 highlighted key learnings and the need for further capacity building.
PHASE 2 (NOVEMBER 2024 – APRIL 2025): SCALING IMPACT AND STRENGTHENING ACTION
Building on this strong foundation of Phase 1 last year, the project is now entering Phase 2, which aims to:
- Conduct household surveys to identify those facing difficulties in accessing water sources and using groundwater at commune level.
- Train and certify local game moderators/trainers on utilizing the dialogue simulation toolkit to encourage community participation in discussions.
- Host workshops on sustainable water resource management and usage solutions with the participation of stakeholders, including policymakers, experts, water users and farmers.
- Introduce household-scale solutions for sustainable water resource utilization, particularly groundwater.
Phase 2 will continue to operate in Soc Trang and Ben Tre, focusing on empowering local communities and government bodies to take actionable steps toward responsible groundwater usage. Through innovative methodologies and collaborative efforts, the project strives to ensure a resilient and environmentally sustainable approach to groundwater management in Vietnam.
